Raees faces challenges in the form of ACP Majmudar (played by Nawazuddin Siddiqui), a police officer determined to put an end to the illegal bootlegging industry in Gujarat. The cat and mouse chase between Raees and ACP Majmudar forms a significant part of the film's narrative.

As the story progresses, Raees expands his empire and even delves into politics. However, he is also shown to have a heart, especially through his relationship with his wife Aasiya (played by Mahira Khan). Despite his criminal activities, Raees is shown as a Robin Hood figure, helping those in need.

But as Raees gets deeper into the world of crime, he makes enemies and his past decisions come back to haunt him. The film climaxes with a series of events that lead to an intense confrontation between Raees and the police, headed by ACP Majmudar.

"Raees" is a tale of ambition, power, and morality. It delves into the grey areas of crime and asks if ends can indeed justify the means. The film's backdrop of prohibition in Gujarat and the state's socio-political landscape add depth to the narrative.
